Sorry to take so long to jump into this discussion, we get very busy at this
time of the year, my wife and I assist in the running of the New Zealand Baha'i
(North Island) Summer School.

I think you have all gotten to the bottom of the problem, it lies with the
Binkley Style Outbound. For Argus/Radius or other Radius Clones as well as most
internet style mailers a BSO is required, the mail processor must create a
correctly formatted directory structure, here is what mine looks like:

The Radius\OUT directory is the default zone outbound, in my case it's zone3,
within each directory there should be *.?LO files, here is my zone3 outbound
contents:

 EA870893.FR3   17.703

In this case the *.FLO file contains reference to EA870893.FR3 as shown below:

File: D:\RADIUS\OUT\028003BA.FLO

I then had some difficulty in locating descriptions of the available *LO file
extensions (it's been a long time since I played with these), I am sure it used
to be in the ARGUS documentation? eventually found it in the binkd docs thanks
to a reference on Lothar Behet's web site:

Note also that when zoned operation is active (BinkleyTerm default) there are
separate outbound areas for each zone. The default outbound area (for your
zone) and one additional area for each other zone you deal with. The names of
these additional areas are simply the outbound area name, with a three-digit
extension that is the zone number in hexadecimal with leading zeroes. See "ZONE
SUPPORT" on page 27.

The file names of the packets tell BinkleyTerm how to treat the different
packets. Here's a typical packet name:
00680024.OUT

That says that the packet is for 0068/0024 (in hexadecimal) or 104/36 in more
familiar terms. The ".OUT" means it is a Normal packet.

Other packet extensions include:
.HUT    Hold this packet for pickup by the remote system.
.CUT    The other system can receive Continuous Mail.
.DUT    Direct, meaning the other system can NOT receive Continuous Mail.
