Ah, but Josh, earthquakes don't give you days of warning, whereas 
hurricanes do!  If I have adequate warning, and the wherewithall, I can 
get out of the way of a hurricane.  My friends in Metarie did just that, 
as did most of their neighbors and friends.  But those without the 
ability or sense to do so remained behind, to their misfortune.  So, 
what difference then between an earthquake and a hurricane?  The caliber 
of the people there to deal with it!

When I have been in earthquakes, everyone is still there, from the high 
to the low.  You get together with your neighbors, and have a party. 
Litterally!  Block parties spring up all over as everyone shares their 
resources, empty the now powerless freezers and refrigerators, and helps 
  clean up any damage.  In NOLA, most of those who would best be able to 
help evacuated, like they were told, and those left behind did not have 
the ability and resources to help themselves, much less others.  So, you 
get a mess.

Now, the usual and accepted way of dealing with disasters in the country 
and universe that I live in, is for immediate help to be purely a local 
concern, with rapid help to be a state/regional concern and LONG TERM 
help to be a national concern.  Now, those that for whatever political 
axe or wish for a nanny state, seen to think it is the federal 
governments job to step in and supercede this natural flow of 
responsibilty.  Where I come from, the line "Hi, I'm from the 
Government, and I'm here to help you!" is a line from a horror picture, 
not a moment for relief!
