Not when the Resistence has a known base of operations.

She has to decide what she believes.

On one hand, she has the story put out by Clark's reconstituted ISN, a 
propaganda arm of a dictatorship.
On the other, she has her personal, intimate knowledge of John Sheridan.

If she chooses to oppose Clark, she's joining Sheridan's resistence because 
she will be crushed if she acts alone.

She could have choosen to toss the Nightwatch off her ship and go neutral, 
refusing the (unlawful) orders of the Clark Admin while also refusing to 
take up arms against Earth.  It's possible she would be forced to choose a 
side if Clark's forces came after her.  You will remember that several of 
the ships blockading Proxima 3 went neutral instead of joining Sheridan so 
there is precedence, perhaps even some numbers to find saftey in.

But Lochley chose different ground to stand on, which has the 
probably-coincidental advantage of shielding her from having to judge 
Sheridan's motives or decide whether to believe ISN.

Lochley decided that moving against your government, not matter how corrupt, 
was simply wrong.  Sheridan's cause is automatically wrong in her eyes, 
regardless of any moral justification, regardless of attacks on refugee 
ships by EarthForce units.  Her speech to Garibaldi makes it clear that 
there were no circumstances under which she would volunatrily have joined 
Sheridan's rebellion.

It didn't matter what Clark did.  As long as he or his people didn't order 
Elizabeth Lochley to do something immoral, Elizabeth Lochley was going to 
stay loyal.  That's what I mean when I talked about requiring evil to 
formally intorduce itself to her personally.  There's a poem (or something) 
that starts with, "They came for the jews and I did nothing."  That's 
Lochley.  That's why she was a part of the problem.
