Yes, authored by Daniel Patrick Moynihan, as I recall, who got Nixon
on board by convincing him it would reduce crime. It's probably where
I first heard of the idea.

For the same reason that it makes no sense to subsidize the price of
bread -- subsidies hide the true cost of goods and services, and so
encourage people to make economically inefficient choices. Eliminate
the subsidy, and some people suffer in the short term, but some gain
as well -- and the overall gains outweigh those of the losses.

(An economist once gave me a list of exceptions to that rule, cases in
which subsidies are economically efficient, but this isn't one of
them.)

You could minimize any economic shocks by phasing out the subsidy
gradually.

Which being said, it seems to me that a single economic shock is
better than bleeding to death forever.

Well, yes and no. A house is a house, and you have to live in it. If
the value of my house went from $100,000 to $75,000 (purely made-up
figures -- I don't know what it's worth right now), I'd have lower
assets on paper, but if I wanted to move into a new house it would be
just as affordable, because its cost would have gone down by 25% too.
