Whoa. I really think you're off-course on that one.

I think it's perfectly consistent with the occasionally blind naivete
Delenn has for others' motivations being less pure than her own.
Remember the episode where her Religious Caste colleagues try to
destroy their ship during the Minbari civil war because they think
she's selling tham out to the warrior caste? I think she believes
she's just showing Lennier that she does care about him even though
she doesn't return his feelings, not realising what a tease she's
being in the process.
