The whole process is relatively simple, really: when a properly-behaving 
newsserver receives a post on a moderated group, it forwards that post 
to the registered moderation email address (in this case, 
b5mod@deepthot.org).  From there, assuming the message is received 
properly, the moderator takes over, be it hand moderation, modbot, black 
hole, whatever.  The NNTP provider's (in this case, Google) SMTP server 
can take the message, connect to the target SMTP server, and transfer 
it... from there, Google has no way of knowing what's happening with the 
  message, whether it's been received by the modbot, or anything else.

It also has no way of knowing IF the SMTP server it's sending to is the 
CORRECT server, only that it's making a connection and delivering the 
message to a waiting receiver.  So in this case, THE MOST Google could 
know is that it's connecting to someone's mailserver, and delivering a 
message.

When Jay and Cheryl moved, their server(s) would have received new IP 
address(es), and their DNS would have been updated with that address(es) 
before any other systems would know the proper address to connect with 
it.  DNS changes can sometimes take time to propagate across the 'net, 
in rare instances several days.  Until your provider's mailserver has 
those updates, it will be trying to connect to the old address, which 
will USUALLY result in a failed connection.  It's like changing your 
phone number: it takes time for you to contact everyone and let them 
know the new number and for it to appear in new directories; until then, 
people trying to call will either have their calls ring through, or 
they'll get an "out of service" recording.

It's also possible, though, that all Google Groups knows is that the 
message has been passed on to their own SMTP server, and has no idea 
whether it was successfully sent out from there.
