That would be UUCP as others have already mentioned. And due to that
protocol, this is how newsgroups actually work:

A newsgroup user posts a message to a group via their news server.
That server will communicate with its peer servers and the peers
determine that there are posts that they do not have their own copies
of, so they exchange copies with each other. Each news server has its
own copies of all posts that are available to be read by its users.
This is why different servers have different retention times as each
sets their own due to the amount of storage they have.

Posts to moderated groups are handled differently. If a post to a
moderated newsgroup does not have an appropriate "Approved:" header,
then the post is emailed to the moderation address. In the case of
RASTBM, it is "rec-arts-sf-tv-babylon5-moderated@moderators.isc.org".
That address sends the post to one of several moderation address
translation servers that translate the generic address to the specific
address, in this case "b5mod@deepthot.org", and forwards the post to
that address for processing by the group's moderators. On the other
hand, if the post has the appropriate "Approved:" header, meaning it
has been processed by the moderators and posted by them, the post is
handled as posts to unmoderated groups and forwarded to the peer news
serves.
