I suspect that the Europeans would go along, given that they've signed
Kyoto and historically have done far more than we have to discourage
fuel consumption. We're really the pariah here, among developed
nations, anyway.

I'm sure we could work our will on the WTO if we really wanted to, or
just ignore them as we have so often. We've certainly never been shy
about the unilateral imposition of sanctions when we thought it was in
our interest to do so, and IIRC some in Congress are pushing for
sanctions to retaliate against China's refusal to float the Yuan.
