Sorta nonsense, I think. Here are the figures:

So Clinton had already begun reducing the high poverty levels left by
the Reagan and Bush Administrations before the Republican Congress
took office. The Gringrich nonsense halted that progress for a year,
after which it resumed at a slightly slower rate than it had under the
Democratic Congress.

Here's a more complete accounting, and it demonstrates rather
spectacularly the tendency of poverty rates to go down under
Democratic presidents and up under Republicans. One can go back 80
years, and one will see much the same thing. The main difference now
is that without solid Democratic majorities in Congress, Liberal
presidents can no longer make the fabulously rapid progress that
Roosevelt, Truman, Kennedy, and Johnson did -- they have to settle for
what they can get. I believe that Carter, who had to deal with the oil
crisis and runaway inflation and was himself a conservative, was the
only Democratic president who left the country with a higher poverty
rate at the end of his term than at the time he took office.
