I can see that my B5-Fu has become weak over the years.  Thanks to both you

That's probably the reference being used.

While this script quote clearly lays to rest any idea that teeks might be 
"normal" (I admit error here), it supports TK as an unintended side-effect 
of introducing telepathy into humanity.  TK is darn rare and the conditions 
that bring it out tend to make for other issues.  Doesn't seem as if the 
Vorlons introduced an inferior and unstable TK gene into the human system. 
The fact that they very quickly rebuilt Lyta to be a stable TK says they had 
the ability to make it happen if they wanted to.
