Hum.
I mean that's insufficient answer. ;-)

Think the Enterprise with about 400 Crewmembers and passengers onboard:

there are a lot of children (some people to teach the youngstrs).
Same on Ds9 with a real school.

On Babylon5 there are about 250 000 inhabitants!
I couldn't believe that there aren't much more kids on B5 compared to
a spaceship.
The station personnel - if military or civilian - is often stationed
for _years_ and it would be unnatural that they were stationed
without their families.

On ST (TNG, DS9 even VOY) we find several Children-centered stories.
The only B5-story I remember _centered_ about a child is "Believers".

PS: Now I'm going to post this I picked up Wendy's and Joe's
postings.
*Downbelow* is imho a strong argument for a lot of children on B5.
The more technical reasons to let children off stage are reasonable
but nonetheless on ST and SW there _were_ children.
