Whether or not someone is collecting EI/UI is hardly an accurate indicator 
either, though - as I said, many may not even be eligible for it, or may have 
used up whatever payments they had coming... are they then not looking for work

anymore?  Seems to me one would be MORE likely to look for work if EI/UI is not

available.

I have no idea... reports from employment agencies perhaps?  Scanning of job 
boards?  In Canada, the federal government has their own employment services 
where job-seekers can register.  Of couse, it's all based on statistical 
averages, there's obviously not an exact count... but counting UI recipients is

the farthest thing I can see from an accurate indicator.
