Well....due to that freedom thing, its up to the individual to control
themselves. Once they've demonstrated
that they're incapable of doing so (e.g. committed a crime) then society can
act.
And I still think most folks have advanced quite a bit compared to, say,
folks of 100 years ago.

Maybe I'm just overly optimistic though.
