That's pretty much how BS&P (Broadcast Standards and Practice) agencies
operate.  It's highly biased and rarely consistent.  You also have to
wonder about the people whose job it is to watch this stuff and decide
that no one else should see it.  I'm sure JMS has a story or three
about negotiating with S&P, as a lot of the time it's more of a
negotiation where you go in asking for more than what you really
wanted.  A lot of times it's not the fact that you used an F-bomb, but
that you have a quota of them per viewing minute/advertising minute.

I remember when The Wonder Years was picked up by a Canadian Christian
station, who then went to work bleeping out the father saying things
like 'damn' and 'hell'.  The hilarious thing is they left in Wayne (the
older brother) calling Arnold names like  'scrote' and 'dumbass'.

That's pretty much the quota at work there.  The BS&P though treats
'mofo' as being more harsh than an F-bomb, and I'm not entirely sure
why.  It's like extra punctuation I guess.

If you live in Quebec or in some of the more French dominant areas of
Ontario you'll see a heck of a lot more on stations like TQS (Four
Seasons).  A lot of times it's outright pornography, even in the
afternoon.  The screwy thing about is it's LEGISLATED by the
government, totally the opposite of what they are allowing the CRTC
censors to do in the rest of the country.  Supposedly it came about
because in the 1970's they discovered the birthrate in Quebec was
declining and to some of the more diehard Quebec policy makers fewer
new French Canadians means less people speaking French in Canada, which
equals the death of French Canadian culture and maybe the destruction
of the known Universe (ok so I'm embellishing on that last bit :-)  The
solution was to mandate that Quebec TV stations show a certain
percentage of racy material to promote 'good feelings'.  It's almost
gone now, but the softporn is still there on late night weekends.  In
the 80's it wasn't uncommon to be flipping the dial and see a pair of
tits, and it certainly made my teenage years a lot more interesting.

Yup.  The hipocracy at work there, mostly.  The Hip are allowed to get
away with it because they apparently promote and reporesent Canada
abroad (nevermind the fact that they can't seem to break into the US
market in any signifigant way).  Compare them to the Barenaked Ladies
who have recognition outside of Canada, yet aren't cut any of the slack
afforded to the Hip.  If you're Canadian and proud you can swear and
flash your junk in public all you want, but fail to meet the 30%
Canadian Content quota in any broadcast medium and the CRTC will be on
your ass faster than you can say 'stiff fines'.

I'm sure someone at the CRTC has asked  "What have a 'bunch of rappers'
done for the betterment of Canada?"
