Nope.  The original release was too expensive and the subsequent

Apparently not.  Those introductory segemtns and comments surrounding
the commercial breaks were added to pad the shows out to 90 minutes
with commercials.  The problem was that the original uncut episodes,
produced in an era when there are fewer commercials per hour, were too
long to run profitably in a one-hour slot.  So the on-camera comments
(by other actors later in the run, if I recall) were added to allow SFC
to run the episodes without cuts, while still making money on them.

There would be no way of adding them to the episodes on DVD without
interupting the flow of the shows the way commercials do.  Run outside
the episodes they'd be choppy, since they were designed to play in
between commercials, and they'd refer to events in the act that we
presumably had just watched or were just about to watch.  Unless they
could be made an option via "seemless branching" (a rarely used feature
of the DVD spec that just as rarely works very well) it is hard to see
how to incorporate them into the discs.

Finally, of course, that material was produced by and for The Sci-Fi
Channel and at their expense.  So they own it, and they would have
negotiated the contracts for them - which are very unlikely to have
included their eventual use on home video, since SFC had no right to
release the series on home video.  In order to use them Paramount not
only would have had to license them segments from SFC, they also would
have had to negotiate fees for their use with Shatner and Nimoy.  I
can't imagine that Paramount saw any value in including them on the
disc that would have made the cost and the bother worth it.  <g>
