At the very least I'd expect a couple of "PNA"'s in his file! I had one PNA 
when for some reason all the billets were filled (for only two months they 
were filled!!) and they couldn't advance me witout a billet...next exam a
billet 
was open and "poof"! There I was! LOL  My detailer said he could not figure 
out how/why all the billets were filled, as there was a huge shortage of FTB's 
at the time (from what I understand now the rating no longer exists but has 
been combined with Missle Tech's (MT) into one rating). Heck my VRB for my 
two year extension was almot 24K!! And that was in 1970 Dollars!!!

Well I guess on a big ship that might slip by..on a sub it'd be a different 
story, might not include a Captain's mast on the record, but you'd better 
believe that that Skipper would know all the details!
