I see your country has too:

Lots of remote indigenous communities are dry, as they are here.

including Australia's capital city, Canberra, which was dry from
1910 to 1928. The American born politician King O'Malley ran this
legislation through Federal Parliament in Melbourne at the time the
capital territory was established. When Federal Parliament moved

legislation passed in the new Parliament House was the repeal of
O'Malley's prohibition laws."

They are still French. They are an overseas department or province
or something and no longer a colony.

No. And no moonshiners that I am aware of. Just small time
bootleggers with cars or pickup trucks  who would transport liquor
from other nearby counties and sell it at a markup to those without
vehicles or the time to make a two hour trip. Like our family doctor
who never sold to minors or alcoholics but just his friends and the
village's only Chinese guy who owned a greasy spoon restaurant and
sold whisky by the coffee mug full to anyone who asked.

      Title: Macaroons 2
 Categories: Cookies
      Yield: 36 Servings
 
      4 lg egg whites
    1/4 ts salt
  1 1/2 c  sugar
      1 ts almond extract
      1 c  shredded coconut
    1/2 c  almonds; ground fine
      3 c  cornflakes

  Preheat oven to 350 degrees. Line 2 baking sheets with parchment
  paper. In a large bowl, beat the egg whites with the salt until
  they hold stiff peaks. Fold in the sugar. Fold in the almond
  extract. Fold in the coconut and almonds. Fold in the cornflakes.
  Drop by spoonfuls 1 1/2" apart on prepared sheets. Bake 12-15
  min., until lightly colored. Cool slightly on the pans on wire
  racks before removing from paper.
