I suspect that is the normal practice, here in the civilian world.

Wegmans hires people with all sorts of disabilities, for all sorts of
jobs at regular wages... (only the warehouse is union, though).  They may
get tax breaks, too, but that isn't their only reason for doing so,
either...  The baggers are part of a staff that does other things as
well, called Helping Hands... they also retrieve carts, help people
unload their groceries into the cars, etc.  Some of them may be from our
local ARC also, and here too, one gets good service.  :)
