From 1891 thru 1901 Bat apparently lived in Denver CO writing for
newspapers.  He moved to New York City in 1902, where he was a Sports
Writer.  He died in 1922 from a heart attack at his newspaper desk.

Within that time frame, the following items seem to at least give Bat
access to the dog in a sandwich... particularly Feuchtwanger's frankfurter
in bread in the 1880s, and Feltman's hot sandwich a decade later.

Feuchtwanger is the man credited with enclosing frankfurters in bread
(allegedly after he ran out of plates) in the 1880s. 

A decade later Feltman, a Coney Island pie baker and peddler, decided to
switch to hot sandwiches instead, piling hot sauerkraut and mustard over
the sausages. He prospered and later opened his own restaurant, Feltman's
German Beer Garden.

German Americans brought us weinerwurst, German for Vienna sausage, which
eventually became shortened to wiener.  ..... By the late 1920's, weinie
roasts became the rage, with guests bringing their own hot dogs to roast
over an open fire.

I can't believe it's for real either with no Bat/wiener hits but the one
site.  On the other hand, why would anyone bother?   So maybe he did write
it sometime during his long newspaper career.
