Who determines this? Pace Picante Sauce? Old El Paso?

About the only place(s) I see salsa are the Mexican places where fresh(ish)
tortilla chips and salsa are given each table when diners arrive. But, even
those places have a bottle of Hunt's or Heinz in the condiment rack - right
next to the Cholula and S&P. Some non-Mexican places put salsa (usually Pace or
its functional equivalent) on taco salads. And MacDonald's offers a form if
salsa with its breakfast burritos. Until containers of salsa become as
ubiquitous as Hunt/Heinz bottles of "dead 'orse" on restaurant tables I ain't
buying that salsa has become the #1 condiment in USA.
 
MMMMM----- Recipe via Meal-Master (tm) v8.06
 
      Title: Sassy Salsa
 Categories: Latino, Chilies. Vegetables, Condiments, Salsa
      Yield: 6 servings
 
      5 cl Garlic; minced
      1    Bell pepper; cored, diced
      4 lg Ripe tomatoes; cored, seeded
           - diced
      1 md Onion; diced
      2    Chilies serrano; seeded,
           - minced
           +=OR=+
      2    Jalapenos; seeded, minced
      1 bn Cilantro; chopped
      5    Green onions; in 1/8" rings
    1/4 c  Oil
    1/8 c  Red wine or herbed vinegar
           Juice of 1 lime
      1 ts Fresh ground pepper
      2 tb Chilli spice *
      1 ds Salt
 
  * McCormick's, Tone's, Ray's, etc.

  In a medium mixing bowl with a cover, stir together
  garlic, peppers, tomatoes, onion, hot peppers,
  cilantro, and green onions.
  
  In a small mixing bowl, whisk together olive oil,
  vinegar, lime juice, pepper, chili powder and salt.
  
  Pour dressing over vegetables and mix completely.
  Cover and refrigerate several hours to let flavors
  meld, then return to room temperature before serving.
  
  Yield: About 4 cups
