That was true in Japan as of a few years ago too.  I used to ship flat rate
envelopes of them out once in a while.  I haven't done it in a while; I'd
put a paid return postcard in with the package with a request that someone
drop it in a mailbox to let me know the stuff had gotten there.  I never
got one back.  After a while I gave up, because I had no way of knowing if
the stuff had gotten there.
