I suspect that your flowers may not be getting pollinated, making them wither
and die lie old maids. Bees, flies, ants and vagrant breezes are all vectors of
pollination. However, if they are not present ..... and present at the correct
time, well ............

"Pollination will be taken care of naturally by bees and other insects if you
plants are kept outside. If grown inside your plants may suffer from flower
drop  in which case you may want to consider hand pollination. Don’t worry,
this is not as sordid as it may sound. All you need to do is wait until you
have a few flowers on your plants then lightly rub your little finger inside
the flower heads on your plants. Alternatively use a small artists paint brush
or a cotton bud. This will do the bees job of moving pollen around from flower
to flower."

That site is a nicely concise guide to growing and taking care of peppers
(chilies - but, bells are cousins). I recommend it if anyone is even moderately
interested in the cultivation of capsicums.

MMMMM----- Recipe via Meal-Master (tm) v8.06
  
      Title: Chile Carnitas
 Categories: Latino, Pork, Chilies, herbs
      Yield: 6 servings
 
      1 tb Dried ground red New Mexican
           - chile
    1/4 ts Fresh ground black pepper
      1 ts Ground cumin
      3 cl Garlic; minced
      2 ts Fine chopped fresh cilantro
    3/4 ts Salt
      1 lb Boneless pork; trimmed, in
           - 1" cubes
  
  Serves 6
   
  Combine all spices and rub the pork cubes with the mixture.
  Let the meat marinate at room temperature for 1 hour.
   
  Bake the cubes on a rack over a baking sheet for 1 1/2
  hours at 250øF, or until the meat is very crisp.
