Not a free one most often but one at a good price is often attainable.

OK, it's been probably 35 years or longer since I bought a box of that
stuff; I generally make my own.

I use whole wheat floour, no cream of tartar.

Shortening is usually oil or solid like butter or Spectrum. I also add a
packet (1 1/3 cups) or 1 1/2 cups, non packet, instant powdered milk.
No sugar; it gets added if needed when making the baked goods.
