By which time all the other bags would have been loaded, so the
departure would be delayed until the person was brought back to
explain what the suspicious item was, eg electronic medical equipment.
I would have hoped that a less clumsy way of dealing with that problem
could be found.

I have been in a similar situation in Manila when the Air Niugini
plane was held up because a mechanical fault was discovered just
before boarding time.  By the time that was fixed, the plane's arrival
time in Pt Moresby would have been after closing time, and the
Immigration staff there would have gone home, so all the passengers
were taken to another lounge in the Manila airport and given free
meals for several hours.  When the passengers were finally rounded up
for boarding, one was missing, so after several unsuccessful calls
were made, all luggage was taken off to find the missing man's bag,
which was removed.  When the plane finally got to Pt Moresby, the
passengers were not happy!

I have flown Valuejet.  The seat spacing was short, even for me.

      Title: Fresh Manila Clams W/Thai Chili Ginger & Black Bean Sauce
 Categories: Hawaiian
      Yield: 4 Servings
 
      1 lb Fresh Manila Clams
  1 1/2 tb Vegetable oil
      1    Clove fresh garlic, chopped
    1/2 c  Chicken stock or dry white
           Wine
      1 tb Thai Chili paste in oil
           (Prik Pao)
      1 tb Black beans
      1 tb Oyster sauce
      1 tb Onion slices
      2 tb Bell peppers, asst'd.
           Colors
     15    Fresh basil leaves
    1/2 c  Cooked angle hair pasta or
           Steamed rice
 
  Saute fresh chopped garlic in a hot pan with 1 1/2 Tbs of vegetable
  oil until garlic turns to a light brown then add fresh clams and
  continue to saute for 1/2 minute then add chicken stock, chili paste,
  black beans and oyster sauce. Keep cooking until clams start to open,
  then add bell peppers, onions and fresh basil. Serve on a bed of
  angle hair pasta.
