My assessor has never seen the interior of my house but he has
driven by, photographed the exterior and reviewed the building
permits at city hall which include the original blueprints so he
knows the size, age, number of rooms and bathrooms etc. He would
also report any unauthorized additions or secondary buildings
lacking permits if he spotted one. The tax dept could care less if I
replaced my old carpets with 99 cent laminate or $12 hardwood;
interior cosmetic improvements that don't require permitting.

The trick is, if everyone gets a reduced assessment in a distressed
market, then the mill rate goes up to meet budget requirements
anyway. TANSTAAFL.

The Dutch have a neat way of dealing with tax appeals. If someone
complains their tax assessment is too high, the government must buy
the property for the assessed value or lower the taxes. That also
prevents frivolous complaints because the government just might buy
your place and tell you to get out.

     Title: Loviyali Ugra (Noodle Soup With Black Eyed Peas)
Categories: Uzbek, soups, noodles, beans, lamb
  Servings: 6

     50 ml vegetable oil or melted
           lamb's tail fat
    300 g  beef, lamb or chicken, cut
           in walnut sized chunks
      2 md sized onions, peeled and
           sliced
      1 md capsicum, seeded and cut in
        sm cubes
      2 md sized tomatoes, finely
           chopped
      1    carrot, peeled and cut in
        md sized cubes
      1    potato peeled and quartered
      1 c  cooked black eyed peas
      1 ts cumin
      1 ts crushed or grind coriander
           Salt to taste
           Fresh chopped greens (I use
           dried basil) 
    1/2    portion of "Ugra" noodles

Heat up oil and brown the meat or fry chicken over high heat, until
nice golden color (constantly stirring). Add in onions, fry until
onions are transparent, then add in capsicum and carrot and fry
until they are half done. Add in tomatoes, spices and potato and fry
until vegetables are "clear" or when oil will start to separate out.
Add in 1.5 liters of water and bring to boil. Lower the heat, scoop
out any foam and let it simmer for about 30-40 min. Add in black
eyed peas and cook for another 10 minutes. At the end, add in salt
and add in noodles. Cook until noodles are soft, for about 2-3 min. 
Serve in individual bowls, topping with some peas and greens.
