Yeah, I know... the emperor's new clothes syndrome...  There's finally a
new (but much smaller) building in place...

Quite.  As far as I know, some of those small shops in the lower levels
still exist... and there is some access from one building to another in
some instances, just not the network that there was at one time...

We're talking politics at work here... The approvals were slow, so the
investors dropped out...

A place where one must know what to order... :)
