Around here, the ALDIs set up shop in the suburbs to begin with...
admittedly the "city" suburbs, the ones that unless you noticed that
you'd crossed the city line, you might about as well still be in the
city..  :)  But, not usually anywhere near a Walmart Superstore...  only
exception I can think to that is very recently, where a new W-M went in
north of our church, and there's a fairly new ALDI within a block or two
of it... I forget which was first in there, though....  I think they
tend to be on the buslines here, too...  But none right in the core of
the city, where, as you note, they'd likely be appreciated by those who
can't easily get out to the edges...

That's how Price Right got a foothold around here.... took over vacated
stores well within the city, and provided an option for the walk-in
traffic...  stores that had been closed since their bean counters deemed
them too small to be viable... or at least to turn the bigger profits of
a larger store...
