Almost always. If a home is listed for less than lot value it WILL
be a tear down, guaranteed.

To score a deal too good to be true three things would have to
happen simultaneously:

-1- The vendor doesn't know what his place is worth. This is rare.
Usually they have an inflated opinion of what their place is worth.

-2- His Realtor is too inexperienced or too unethical to give the
dope accurate advice. That part could certainly happen.

-3- That Realtor is also too broke to buy the place himself instead of
listing it.

In that case it gets listed low but there will be multiple offers
above the list price and the eventual sales price will be close to
true market value after all.

Google tells me:

Average Listing Price  $170,804
Median Sales Price $111,500
Dec '14 to Mar '15  -11.9%

That tells me the house you want will cost about $55,750 +/- being
around half the median.

      1    Young hare
           Couple of onions
           Big pinch of pepper
           Splash of lemon concentrate
           Some margarine
           Some flour
      2    Good slurps of tomato sauce
           Hot water
           Small slurp of Tabasco
           Some wine, if any
 
  Skin, gut and rinse well your young hare then cut him into small bits,
  flouring each piece.
  
  Put into a hot camp oven with diced onions, pepper and a splash of
  lemon and cover with hot water. Let simmer until tender (check
  with a fork).
  
  Take hare out of the camp oven and thicken the gravy with margarine
  and flour, add sauces and wine and let boil for another 10 minutes.
  
  Pour the gravy over the bits on your plate. This is how they used to
  do it the old country.
