Interesting.  Most studies in the USA show the opposite, at least in
terms of raw salary.  There are things that do make up for the
difference (IMO) -- the benefits (which we will now enjoy for the rest
of our lives), and the sense of accomplishment at doing something
worthwhile for the common good.
 
I will also say that after I retired, and started doing consulting work
in my field, the hourly rate was about twice what it had been as a civil
servant.  That is not uncommon since the people who hire contractors and
consultants do not have to pay any benefits.

These days that base pay is greatly increased by a variety of allowances
and services.  But I will agree with your "not enough" statement.
Speaking as one whose son did two tours in the middle east.

Once when we went with Michael to an Indian restaurant that had an
evening buffet they had stuffed jalapeno peppers on the table.  BUT,
they were stuffed with a dry potato curry and not a dairy product, much
to Michael's pleasure.

MMMMM----- Recipe via Meal-Master (tm) v8.05
 
      Title: Stuffed Jalapeno Peppers
 Categories: Appetizer, Mexican
      Yield: 6 servings
 
     11    To 14 oz can pickled
           -jalapeno peppers, whole and
           Drained
      1    8 oz pkg cream cheese,
           -softened
      2    Eggs, boiled
    1/4 ts Garlic salt
      1 tb Finely chopped onion
      4 tb Mayonnaise
 
  Cut each jalapeno pepper in half lengthwise and remove veins and
  seeds.  In a small bowl blend the cream cheese, eggs, and mayonnaise.
  Stir in the onion and garlic salt to taste.  Stuff pepper halves with
  cheese mixture. Chill before serving.
