I think most of us suspected it would happen from the outset.

Step 1 - city council says it's temporary, for a specific project.

Step 2A - election

Step 2B - new council says let's do it one more time for another
admirable project.

Step 3A - another election

Step 3B - another new council says let's make it permanent as there
are an infinite amount of admirable projects.

Mission accomplished.

Neither am I most of the time, depending of course on how they are
being spent. I firmly believe that municipal governments should
stick to down to earth municipal business like building and
maintaining streets, water and sewer systems, libraries, parks and
sports arenas. They should not be involved in social engineering or
such silliness as proclaiming the city to be a nuclear free zone or
that school yards are drug free zones.

MMMMM----- Recipe via Meal-Master (tm) v8.06
 
      Title: Beef Cheek Minestrone
 Categories: Soups. Beef, Offal, Wine, Pasta
      Yield: 6 servings
 
      2 tb Olive oil
    500 g  Beef cheeks, trimmed,
           Chopped into 2 cm pieces
      2 ea Carrots, celery stalks and
           Garlic cloves, finely
           Chopped
      1    Onion, finely chopped
    1/3 c  Tomato paste
    1/2 c  Red wine
    400 g  Can chopped tomatoes
      1 l  Beef stock
    125 g  Risoni pasta (orzo)
    100 g  Baby spinach leaves
           Parmesan, pesto and grissini
           To serve
 
  Heat oil in a pan over medium-high heat. Season beef, then cook, in
  batches, for 3-4 minutes, turning, until browned. Set aside.
  
  Add carrot, celery, garlic and onion to pan and cook, stirring, for
  3-4 minutes or until vegetables soften. Return beef to pan with
  tomato paste and cook, stirring, for 1 minute.
  
  Add wine, tomato and stock, season, then bring to a simmer. Reduce
  heat to low and partially cover.
  
  Cook for 2 hours or until beef is tender. Add risoni and cook for a
  further 10 minutes until al dente. Stir in spinach until wilted.
  
  Divide soup among bowls and serve with parmesan shavings, pesto and
  grissini.
