Hardly it is possible because there were a lot of such people. Can you
imagine, for example, that there was a task to make a thick isolation
concrete floor  UNDER the destroyed reactor? There was a dange of leakage
of the highly radiactive materials deep into the ground. It would spoil the
underground waters of all the aria. And people understood that the work must
be done. And they had done it.
I just meant  that it cannot be one individual who heroicly fight disaster
of
such a scale. Although it could be individual who could prevent the
accident.
If a good scientist, who understood the reactor, had presented during that
fatal experiment he would have prohibited it. Yes, it was not a technical
failure, but a human failure. Any safiest device can become dangerous in
human hands.

Although I heard that people of countryside are bitten by moskitoes more
rare than town-dwellers. There is something  that countrymen could secreted
instinctively. ;) So indeed very often we can see that when two men fishing
the moskitoes can say who is a townsman. May be it  is true another guess,
that moskitoes had bitten countrymen so often that they understand when
countrymen say the sacramental phrase of Mowgli: "We be of one blood, ye and
I". ;=))

in my town. ;)
