Although, I do not think that the absence of conscience is equal to greed.
The former can happen in areas not linked to money, even in bed.

The absence of conscience, as a rule, is equal to the absence of compassion.
Britain was not greedy when she had not provided Ireland with food during
potatoes famine. You will not be greed when you have spent hundreds of
millions dollars for fun, in time, when one third of your countrymen are
below poverty line. If you decide to produce spirit from wheat in time when
millions die from hunger you can easily say that you think only about
business and do not fill your head with the thoughts about greed. A kind of
"leave me alone!"

The most important law they want in Russia is the law which prohibits
persecution for privatisation frauds. To fix their gains and then to say
Russian people "do not steal since this moment! honour private property! you
must pay for Windows!"

But suppose alternative not think, not to smoke, not to drink. The fists
begin itching. The Russian anecdote: Two guys run along to the store to buy
vodka. But just before their noses the store door closed for a lunch break.
One guy says "xxxx xxxx!" and smashes on face of his friend with his fist.
"What are doing!" his friend cried. "But what to do? what to do?!"

Roosevelt's state economy, when capitalism collapsed in 1930, also a good
example. It had strengthened the US immensely. Everybody can notice that all
great projects of the US were state (not private) programs. So if somebody
speaks of inefficiency of state economy he do not speak the truth. He just
wants to snatch a piece of state cake. The state is a great accumulator
which can discharge enormous energy which private business cannot have.

To make different society you need isolate this society from the old one.
When organism lives in hostile environment he has the strong immune system
against forces which want to eat him. But happy people, as a rule, have no
immunity at all. The USSR was very strong during the fight, but fell
defenceless when people begin to forget that a fight is a foundation of
life. They easily had been cheated by shameless swindlers. I think that Cuba
is just on this stage. Will they preserve some belligerent spirit to
preserve their ideals? I don't want to predict.
