Literally "Perestroyka" means "rebuilding", "reconstruction". This is what 
it was meant from the very beginning. Later it turned to be a common noun 
with a variety of the individual meanings related to the feeling one 
experienced during and after those outstanding events. So it is hardly can 
be said what it does mean generally now. I'd say now it falls in the 
principle "tastes differ" :)
