I don't think it is written down explicitly. And the reason for that of course
is is that it is self evident. How do I sent a netmail to someone if I do not
have a FidoNet address?

And if they write a message in echomail, the node number of the
BBS will appear in the origin line. THAT is their address.

Indeed. But in the meantime the context has been lost. This particular
subthread started with someone saying:

"All a moderator needs to do is read the echo. He can moderate by netmail"

Now obviously, if the moderator is a user, he can NOT moderate by netmail id he
does not at least have access to one BBS where he has netmail access.

Yes it does. Every SYSOP has netmail. The sysop os responsible for the user. So
if he sysop does not allow the user netmail access, the moderator can address
the sysop by netmail and tell him to control his user.

"Automatically agree" may fly in the US and Canada, it does not fly in many
other parts of the world. Such rules can never be enforced in an international
echo.

How does the moderator verify that I have a pigeon coop?

He does in the context of this subthread: That he can moderate by netmail.

For netmail one needs a FidoNet node number. Either by being nodelisted
oneself, as a point, or on loan from a nodelisted BBS.
