Is that Law enforcement? then yes, some are other are selectd/apointed
depending on the system, and the level.

That's part of the problem. Dictators have good value, for a time..

Could you call that an easy way out of a sticky situation? To my way of
thinking that relieves the people from the responsibility to ensure good
government by shoving that burden onto others..

Not accusing, just asking.
