Checking the above -- and I've deleted nothing -- I don't see any 
"would" aside from what *you* have said ...

Never ... you seem to be making a lot of totally unwarranted 
inferences.

The implication is that ABS doesn't increase the likelihood of 
safer driving.  It clearly *does*.  A reckless (not "wreckless") 
driver, of course, can overcome ABS or *any* safety equipment.
