You'd have to get near enough the city to see the lights in the first place.
And then you still don;t know what city it is until you are close enough to
recognise a unique feature. The plane that was crashed in Pensilvania was not
over a city.

Seeing a light it is no good for navigation if you can not identity it.

Having done it I know that it is dammed hard to navigate on the stars. O, sure
recognising the stars and knowing where north is, is easy. But that is no good
if you do not know where you are. And knowing where you are is the hard part.

Findig ouit where you are on visual only by recognising objects on the ground
is hard enough from a Piper cup flying at 1000 feet in daylight.

An untrained person in the cockpit of a commercial airliner at cruising speed
and altitude in the dark would be lost.

One can not see colour in moon light. Difficult to recognise water from the air
unless you know what you are looking at.

It sounds like you have never actually navigated an aircraft on an overland
flight on VFR only. Then you'd know how easy one can get lost even in broad
daylight.

The training of those "pilots" was just the bare minimum needed for not
crashing the thing immidiately. They'd be lost in the dark.
