You are reading more than is there.........;-) Sysops are members of the
Fidonet organization as defined by the Nodelist, which is a list of Fidonet
Mailers, not BBS's... Anything coming from a BBS is deemed to come from the
Sysop of the Fidonet Node that placed that trffic on the Network. IE the Sysop
of the Fidonet Node, not the Sysop of the BBS... There are exactly ZERO
references within Policy that define what a BBS is, plus Fidonet Policy
controls who can be a member of Fidonet, but it has no such "control" or
interaction with the BBS itself.

And there are a large number of Fidonet Nodes that do not have a BBS present at
all. If you are saying that Fidonet is defined by a BBS, then the Nodelist
really is vastly inflated from reality...
