But it is legal nonetheless.  Big chains cant get away with it but franchises
can and mom-n-pop places can.

Hey, the most well paying job in Sasebo at the base might be the commissary
bagger.  They make no wages at all except tips yet folks line up for the open
slots.  Reason?  Military used to commisary shopping understand this (it's
also discretely posted).  So, the standard rate is no less than 1$ and you
range upwards.  They will put it all in bags then roll the cart out and tuck
it in your trunk for you (I always help get it in the trunk) or in Sasebo
where folks walk alot to the store, help you pack it well in a grocery
pull-cart of your own than you got out in town or your backpack then help you
settle the backpack.

My personal rule of thumb is 1$ per backpack or pull-cart.  I'll actually pick
the line to get into based on the skill and service of the packer since I'm
normally on foot and have to carry it back about 1 mile (used to be 3miles
before we got base housing).

The pull-cart may need a little explaining.  It's got a handle and 2 wheels
plus a bar at the rear for when standing up.  Mine is lined so it wont leak or
get damaged in the rain.  It looks a bit like one of those airport luggage
things people use for carry-on except the top is open with a flap and a clasp.
About the size of a standard old style paperbag or a bit more.
