Naw, thats not bashing at all.  Fact:  the younger the driver, the more apt
there is statisically to be an accident.  However, this also has a lot to do
with how long one has been driving, so raising the age doesnt help as much as
one might think. It helps some, but the person who's only been driving for 1
year or less is still the same statistics be he 21 or 16.

Oddly women in the younger years are safer drivers stats wise, hence their
insurance is much lower.  That is legal in the USA, but may not be elsewhere. 
In places where it is not legal to charge different insurance rates based on
sex, they tend to charge the women the same rate as the males and garner much
profit from it.

Oh on age for driving?  Varies by state.  I had a learners permit at age 15
(allowed only to drive if my Mom was in the car with me) and at age 16 had a
'daytime only' license for the first 6 months which was a pain as i worked
nights at McDonalds and Mom had to pick me up.  12YO is the youngest allowed i
think and that one restricts where you can drive (like no interstates etc) as
well as not allowing driving after dark.  Farm equipment mostly there, and not
off the farm.

Quite a few states have no laws at all as long as the driving is on your own
property.
