actually, it goes back even further than that... back when or before george
peace was a top level hub... in fact, i recall that being the case before john
souvestre (not sylvester) moved up the echomail chain and that goes back to
before the Z1B was thought of... the Z1B came about when john and others got
together to start another backbone because john left the original one due to
his not likeing the way some things were going or being done...

the use of the echolist was going on years before 396/1 thought about becoming
a major mail mover...

i think it was a bit more involved than that... ISTR that it was rejected here
before it ever had a chance to be presented to any other zones... those zones
were extremely small in comparison to Z1 at that time... i don't recall if we
had progressed as far as Z4 or Z5, though... possibly... possibly not... i'll
have to dig in my floppy archives to see what i can find from that era...

excellent quote, BTW... it definitely shows that it was the backbone(s) that
had these (disputed) requirements...
