The concept of "international law" does exist but I'm affraid it will take
someone more learned than myself to help explain it. But let me try this
example:
 
The "Treaty of Chicago" of 1948 and all of its subsequent annexes. Sometimes
also called the ICAO-treat (International Civil Aviation Organisation). This
treaty regulates anything re: international civil avaviation. About every
country on Earth has signed it, rattified it and turned it into law. It is
necessary to function as the starting point, ending point or transit point of
international flights. A country not observing this treaty may vanish from the
international civil aviation map.
 
A practical example. The airport of my home town is an international airport
and has a main runway of 1.590 meter. A new annex such-and-such of that treaty
stipulates there will need to be RESA's (Runway End Safety Area) of 300 meter
long on either side of the runway and 135 meter (3 times the width) wide. This
causes an uproar with the local population.
 
Belgium has only 3 options: either build the RESA's or close the airport or
stop international flights to that airport. If neither of these happen,
according to the ICAO-treaty, it will tumble down the international safety
ladder ... the whole country ... meaning also the airport of Brussels which is
a major airport. None of the airlines operating in and out of there will get
their planes insured, hence they will cease operations.
 
All because the "treaty of Chicago" is considered "international law".
 
It does not apply to airports with local flights within the country itself,
which is why the ridiculous situation at Chicago Midway can continue to exist
where runways end at a traffic-intersection. Please remember the recent crash
of a Southwest 737 there.
