If *that* were the case American universities would have open 
enrollment, hoping for the most stupid students to apply ...

But that's the *only* reason for American students to study 
abroad (BTW, not the same as "study a broad" ... heh heh heh ...) 
to become familiar with a foreign language.  For science, 
medicine, other areas, *American* universities are the best.

The relative value of the US dollar goes down, then it goes up, 
then it goes down, then it goes ... but you get the idea ...

What percentage of foreign students have *that* as a goal?  Maybe 
0.000000000000001% or less!
