And they're not the only ones. OTH, there are echo tags in the elist that
are only place holders and not real echoes.

I'm afraid you've got a one track mind. The SLA is a document that
outlines the service that a backbone will provide in exhange for certain
performances of its downlinks.  Elisting an echo by the moderator being
one of many things mentioned there. It has nothing to do with an echomail
policy.

length of time knows what a backbone is. You're connected to one.
