Yes. That doesn't mean they have any more say in the matter than any other
person. Laws are passed by the majority, not one person.

dred to think of what America would have become under a lessor man like
Clinton, Gore or Kerry under the same circumstances as 9-11.

Oh? That's news to me and 300 million other Americans. Usually, the Warden
of the prison the person to be executed is residing in does that. He's
given an order to carry out a death sentence by the court of that state.
What Bush could do is give clemency to a federal prisoner slated for the
death chamber, but no state prison warden is obligated to execute a
prisoner on Bush's say so. In fact, he'd be laughed out of the country if
he did.
