Or for the 20+ years before that when Syria was regularly dropping artillery
shells into northern Israel from the Golan Heights?

Leaving aside the question of whether the Lebanese *wanted* to rid their
country
of Hezbollah, probably nothing.  Hezbollah apparently has considerably more
horsepower than the Lebanese government and can pretty much do anything it
wants
regardless of what the Lebanese government wants.

A similar situation occurred in Cambodia 30+ years ago.  Prince Norodom
Sihanouk
turned an intentionally blind eye to the North Vietnamese occupation of the
northeast
and eastern provinces of his country in the 50s, 60s and early 70s.  In the
early
70s, Cambodian Army General Lon Nol overthrew Sihanouk (a bloodless coup,
Sihanouk was visiting in mainland China at the time) and told Hanoi to get its
people
out of his country.  Virtually overnight there appeared on the scene a powerful
antigovernment guerilla force, named the Khmer Rouge, run by a fellow named Pol
Pot - coincidentally, of course, in those areas controlled by Hanoi.  IIRC in a
little over a
year the Khmer Rouge routed the Cambodian Army and took over the country, and
then
promptly murdered any Cambodian it could find that had any sort of education -
roughly
2 million people.
