Actually, they had asked to be heard through a third party, Russia, around
July 26. Russia told them that if they didn't surrender, they'd declare
war on them too. The Japanese main objective was to leave the Emporor in
power and didn't wish to surrender under the terms that were offered by
the US.  After the two bombs, they accepted the new terms of surrender,
which didn't mention the fate or status of the Emperor, btw.

Not that those involved in the choice hadn't been warned by those who
developed the bomb. They were well aware of the consequences, but they
couldn't convince anyone above them to not use the bomb. Those military
minds in charge wanted to demonstrate the power of their new weapon, as
did Truman, I suspect. It was a great deterant to the Russkies who would
have taken all of urope had they not seen the power of the bomb. Of all
the people in charge back then, Truman, the little man with the cigar,
McArthur, secretary Stimsen, etc, - Eisenhower was the only one who didn't
want us to use that weapon.
