Ah the memories.

This is the problem I encountered when I was in the NAB.

It was the "who are we" syndrome.

The Who are we would require a moderator to list an echo, prove it and request
it, but the same "who are we" would balk at dropping more than obvious dead and
rudderless echoes.. "Who are we to make this determination was what I was
told.. Only once was I able to twist his arm to drop a handful of dead echoes a
couple years back.

I do not comment on this by saying the Z1B's methods were much better, they
werent.

However you are merely encountering the laziness and apthy I spoke of in other
messages.
