     I couldn't see the need to have one either but can't speak for
others. Given the right circumstances most anyone is capable of most
anything. If we function using that idea to guide us we would have a
rather limited world where most things are outlawed because of what
people might do with them given the correct mental condition.

     You would probably be too busy staggering around puking your guts out
to worry about hurting anyone. When I have gotten drunk (Been about 10 years)
I get happy and start acking like a smartass.

     Absolutely nothing. Each of us is a variable and one can never really
know or guarantee the actions of another. As is the case here most are unable
to understand the reasoning of why it happened or what motivated him to do
such a thing.

     You would like be dead? Seriously though, if we take away or outlaw
things that could be used to hurt or kill someone else. We would end up
outlawing most everything. Guns, knives, etc. don't kill people by themselves.
If you take guns away they only the bad guys will have the guns and it would
be like an "Open Season" call on the good guys.

     Around here if there is reason to believe that someone has a history
of mental instability they are denied a permit to purchase a handgun. A
seperate permit is required to carry the handgun on your person in public.
