The process for Policy change is well-documented and cannot be bypassed by an
IC interpretation. Your "interpretation" would completely change policy. It
would effectively neuter the ZCC. Any vote would always be won by the ZC of the
largest zone. That would likely mean that the ZCC would not be able to overrule
decisions made by the IC, would not be able to overrule policy intepretations
made by the IC, would not be able to reverse a policy complaint decision and
would not be able to elect another IC, all of which are required by policy.

If the authors of P4 intended that voting would be based on some form of
proportional representation, then why did they see fit to totally leave out any
details of how they proposed that it be implemented? The only reasonable answer
is that they did not intend there be any form of proportional voting.

No reasonable person could interpret the clause:

"The International Coordinator is selected (or removed) by an absolute majority
vote of the Zone Coordinators."

to really mean:

"The votes cast by ZCC-members to reach a majority will be a function of the
percentage of listed individual sysops in the weekly nodelist issued by the IC.
These individual sysops will not be 'Pvt' 'Hold' 'Down' 'Zone' 'Region' 'Host'
'Hub' nor 'non-conforming ION- nor non-conforming EON-nodes as per IC current
policy expressed in the ERRFLAGS-configuration file presently in use at
2:292/854'. Every 1% of the listed sysops will count for 1 vote.

If and when one or several zones hold less that 1% of the eligible sysops the
the dominant zone's number of votes will be reduced with 01 units to cater for
the representation of the small zones.

Using this methodology the ZCC votes will as of immediately be wheigthed as
follows:

   ZC1 : 07 votes
   ZC2 : 89 votes
   ZC3 : 01 votes
   ZC4 : 01 votes
   ZC5 : 01 votes
   ZC6 : 01 votes

Making a total of 100 votes."

Further discussion should probably be moved to IC, where it is more on topic.
